Underground hopefuls

UNDERGROUND power could soon be introduced in South Fremantle after Fremantle Council agreed to express an interest in the next round of the State Government’s Underground Power Program (UGPP).

Round five limits the project areas to a maximum of 800 properties or green-title lots.

Since there are about 1600 properties in the area bounded by Norfolk Street, Marine Terrace, South Beach and Hampton Road, the area would need to be divided into two sections as separate expressions of interest.

The UGPP provides the opportunity to obtain funding assistance to convert overhead power supply systems to underground power.

According to the officer recommendation put to council, there are practical, aesthetic and increased safety benefits to having underground power.

Underground power offers more reliable power supplies, enhances the streetscape with the removal of poles and wires, reduces the number of power surges and equipment damage, increases property values, is more energy efficient and gives better street lighting.

The City has previously received funding to install underground power in areas of Fremantle, North Fremantle, White Gum Valley and Hilton.

South Fremantle was chosen for round five because it is the area with the most power interruption minutes, is close to the coast and has an ageing power network infrastructure.

A telephone survey carried out in 2001 indicated 99 per cent of South Fremantle residents supported the concept of underground power, while 54 per cent said they were willing to contribute to the costs involved.

However, an expression of interest does not guarantee funding. Submissions close February 19 and short-listed projects will be announced in July.

The first successful round five projects are expected to start in mid-2011 and be completed by late 2014.
